The first call that joins a label starts a new room; later calls with the same label join it. Labels are per project, and an ended room is never reused (the next join starts a new room). `leg` is `customer` (default) or `agent` (the connected agent leg; needs agent-leg control). A call is in at most one room; joining the same room again returns `200` with no change. A room holds at most 10 members. To remove a member, hang up that call (`POST /v1/calls/{call_id}/hangup`) — this ends the call. A member who is alone in the room hears silence. Webhooks: `conference.created` (first join) and `conference.member_joined`. Works on calls that Wave placed and on inbound calls; web-calling calls cannot join. Live keys only. Requires the `conferences:write` scope.
